Guide

AI for construction tender review.

A construction tender package can include an invitation, instructions to tenderers, preliminaries, specifications, schedules, drawings and several amendments. The bid team has to find every obligation, deadline and risk before deciding whether and how to bid.

AI can index that package and draft a first register of requirements and risks. This guide covers where that helps, which checks must be exact, and why the bid decision and qualifications remain commercial judgement.

The task

What a tender review must produce.

  • The submission deadline, method and format.
  • The documents and schedules that must be returned.
  • Mandatory requirements and pass or fail criteria.
  • Programme constraints and key dates.
  • Contractual risk items, such as damages, design responsibility, payment terms and insurance.
  • Questions that need clarification from the client.
  • A register of proposed qualifications and exclusions.

Package structure

Know where each kind of requirement sits.

Requirements are spread across documents written by different people for different purposes. A review that reads them in one undifferentiated pile misses how they relate. Naming the role of each document lets the workflow look for the right things in the right place and spot when two documents disagree.

Instructions to tenderers

Submission rules, deadlines, return documents, the evaluation basis and any pass or fail requirements.

Preliminaries

Site constraints, programme requirements, attendance, temporary works and the allocation of general responsibilities.

Contract conditions

The standard form and, more importantly, its amendments: damages, design responsibility, payment, insurance and termination.

Specifications, drawings and pricing documents

The technical scope and the structure in which it must be priced, including provisional items and stated exclusions.

Document names and structures vary by client and contract form. The workflow is configured to the package types a bid team actually receives.

Amendments

Fix the document set before reading it.

Amendments change requirements, sometimes silently. Before any extraction, the workflow establishes the complete, ordered amendment chain and checks it against the notices received.

If an amendment is referenced but missing, the review stops and requests it. A register built on an incomplete set is a liability, however well it is written.

Model interpretation

Index obligations, draft risks, cite everything.

Obligation extraction

Find requirements across documents and record each with its clause reference.

Output A candidate obligations register with sources.

Amendment cross-referencing

Show which requirements an amendment changes, adds or removes.

Output A change trail from original clause to latest version.

Candidate risks and qualifications

Draft risks where documents conflict or allocate responsibility unusually, such as two documents assigning the same design duty to different parties.

Output Draft qualifications for the bid team to review.

Bid meeting summary

Prepare a short summary of deadlines, mandatory items and open risks for the bid or no-bid discussion.

Output A cited summary, not a recommendation to bid.

Deterministic checks

Make deadlines and returns exact.

Some tender facts have exactly one correct value. Software checks them, and any disagreement between documents is shown rather than resolved by the model.

  • The submission deadline is parsed into a date, time and timezone and agrees across all documents.
  • The list of required returns matches the instructions to tenderers.
  • Every proposed qualification links to a tender clause.
  • Conflicting instructions are flagged and block release of the review.

Clarifications

Turn conflicts into clarification questions.

Many tender risks are cheapest to resolve before submission. When documents conflict, for example the preliminaries and a scope schedule assigning the same duty to different parties, the workflow drafts a clarification question that quotes both clauses.

The Bid Manager decides which questions to send. Responses usually arrive as further amendments, so they re-enter the amendment chain and the register is checked again rather than edited by hand.

  • Each draft question cites the conflicting clauses by document and reference.
  • Questions are grouped so the bid team can prioritise those that affect price or programme.
  • Nothing is sent to the client without approval.
  • A response updates the source set first, then the register.

Authority

The bid decision stays commercial.

The Bid Manager owns the bid decision and approves every commercial or contractual qualification. Where contract terms need legal review, the workflow routes them there. AI output in this workflow is preparation, not legal or commercial advice.

Estimating

Connect tender review to estimating carefully.

Tender review feeds estimating with scope, quantities and constraints. AI can help prepare traceable estimate lines from take-offs and approved rates, but pricing authority stays with the estimator, and uncertainty in quantities stays visible.

Evaluation

Compare against tenders your team already reviewed.

  1. Take two or three past tenders with the review registers your team produced.
  2. Compare the extracted obligations with those registers.
  3. Count missed mandatory items separately from minor omissions; a single missed mandatory return can disqualify a bid.
  4. Record review time against the current baseline, if known.
  5. Decide whether the workflow is worth piloting, needs a different design or should stay manual.

FAQ

Before the next decision.

Can AI decide whether to bid?

No. It can summarize deadlines, mandatory requirements and risks with sources. The bid or no-bid decision is commercial judgement owned by the bid team.

Can AI write the tender response?

Drafting bid narrative is a separate workflow with its own review and is outside this guide. Tender review is about understanding the package correctly first.

How should confidential tender documents be handled?

Do not send them through a public form. A Controlled Pilot runs in an environment and under data-handling terms agreed in its scope.

Which tenders benefit most?

Packages with many documents and amendments, where finding and reconciling requirements takes a significant share of the review effort.

Assessment / one tender boundary

Assess one tender review.

Describe the package structure, the review owner, the deadlines and the current review effort. Do not send confidential bid material through the public form.
